They never were proper silver. The old Fangio cars were unpainted aluminium so this is probably an attempt to simulate that with a spray can.

Yes indeed, this season with lack of rear downforce due to the change of the exhaust system , therefore they need to make the monkey seat way lager and to produce more and more downforce to the rear, as I saw their front wing becoming more and more curved and complex , which suppose to produce a ton of downforce to the front, they have to balance back to the rear in order to make a stable car. :P

I'm noticing the new 'monkey gallery' has 3 internal elements, two which are stacked and more visible, and one more inset with a few degrees lesser angle and a 1 large flat element atop which I can only assume is a stabilizing element for the rather large pillars which upholds structural integrity in general, can anyone think of any other purpose for the large piece mounted atop?

Additionally, this seems like a very dirty bit of aero which I can only see as being used at Monaco.

It is indeed a GoPro 3D Hero system. Takes two sync'd video's which can be converted to 3D. Interestingly it is the older Hero version rather than the newer Hero3, thought they may have had a newer setup, maybe they have used it for the last couple of years.
