Ferrari , like a few other teams choose to dump the heated flow from the rear brakes back out the inside of the rear wheel, not through the outer face of the wheel like most teams do with the front brakes. This is not a unique approach, simply a different way with dealing with the flow around the rear wheels and diffuser.
Hence the Ferrari wheel fairing actually stops too much flow passing out through the wheel, in that respect it is a legitimate brake cooling device.
Toyota meanwhile were cagey when I asked about their wheel fairings last year, they did admit to sending the flow through the rear wheel (unlike Ferrari but like most other teams). Pascal Vasselon explained to me, that to send the messy flow back out through the inner face of the wheel would upset the sensitive flow around the diffuser. He confirmed they were for brake cooling, but declined to say quite how the devices work for their set up.
