I don't think it was a dangerous reentry if his suspension wasn't broken

Circumstances don't matter here IMO. Bouncing off the wall didn't cause a collision, lack of car control by a driver caused a collision. You're off track it's your duty to come back safely and keep control of the car, he did everything on his own - no other car to blame.

When did it break? If it was when was he coming back on track - fine, of course you can't penalise him for that. Earlier - I'm not sure but whatever, if it was car's problem no need to dissect it.

Why do they keep current order? Normally at a red flag situation the order of the last lap is taken. Here it would have to be the original starting order again, wouldn't it? I'm confused....
