It did not look that way to me. Remember HAM trying to overtake RIC (RIC onboard shot)? When he moved out of slipstream it appeared as he stopped. He did not progress any more. I think cutting down Rosberg's lead to almost nothing was what the FIA didn't want, as they know Hamilton would have a better chance of winning.
We already see what happens whenever the two are close on track. It's usually the #44 that winds up in front in the end.
If they couldn't call a safety car for this incident then i'm not sure what they will call it out for in the future. Does a plane need to crash into track, or does the ground need to split open?
