Anycase the indications come from FP1, FP2 and FP3, that´s the reason Dela Rosa said that, they knew they last longer
Then in race, as Waywardism said, they only knew there was 31-32 laps remaining and they had to make a choice. Assuming softs will last that long is a posibility, but usually not the fastest so it´s only those who have the position (Alonso) who can take that risk and try to defend the position.
Since Hamilton needed to overtake, that was not an option for him. Then he only had two choices, mediums for the remaining 31 laps, or softs for two more stints.
Hamilton chose the first, and Rosberg the second. I don´t see anything weird there
