The distance to the ground is not defined, it is the distance to the reference plane(75mm). But below the RP there is a 10mm thick wooden plank. If the car would rest on it, the distance to the ground would be 85mm.
But with 1° rake added to the car, the front wing comes down by ~ 1330mm*1°/180°*3,14 = 23,2mm
If we now add the fact that the FIA allowed a flex of 10 to 20mm(see the link below), this makes a ground clearance of 85-23,2-20 = 41,8mm at the endplates and 85-23,2 = 61,8mm in the middle. With higher rake angles and more flex these numbers change, of course.
