I've just read an article on a french website stating Ferrari would have hired no less than 60 new staff !! Seb Vet comes in with a few mechanics and also engineers, and the team reportedly hired people from almost EVERY team on the grid : lotus, mclaren,williams,mercedes, red bull but also two "big brains" : wolf zimmerman and cedric cornebois, both specialists in engine.
since i didn't find any other website relating this, i wonder if any of you guys know something about this ? 60 is an impressive number, considering that Ferrari is one of the biggest team in terms of employees, i'm kinda concerned about what kind of disruptive effect this might have on the people already in place at maranello.

They were offering >€50 ph to UK contractors with F1 experience to head over there in the summer, they will probably account for a good few of those 60.
Now while a CAD jockey doesn't bring a specific area of knowledge having plenty of people there who can communicate quickly with the brains and turn ideas into designs with minimal hand holding and redesigns will make the whole operation run much faster.

since October, Ferrari has signed key personnel from Red Bull, Mercedes and McLaren. "It is no coincidence that many engineers are following Vettel from Red Bull," said correspondent Luigi Perna, "and others have come from Mercedes, Mclaren, Lotus, Williams and Renault."

Disruptive is the right word.
If all those new hires are under the direction of Mattiaci, whom due to primarily lack of experience may not be the sharpest tool in the racing shed, then chances are these "professionals" could be of average value. Why? Heads of respective departments do not want to hire their potential replacements.
You could build a formidable racing team brains out of average people, but you would have to have a near genius mastermind to organize their work. Is there such mastermind at Ferrari?
Does anyone have any incline in where Bob Bell will be next year. I imagine he is the hottest property on the F1-market right now. He was responsible for the chassis and engine integration on the W05 so he knows a lot of secrets that any team in the paddock could really use.
I would love to him at Ferrari so he and Allison can run the show, I would be surprised if they ditch Pat Fry and signed Bob Bell. Also the recent axing at McLaren could be a great fit for Bell. Or will he return to his 'home' at Enstone and help them out with their new Mercedes engine deal. Would love to see Lotus being competitive again.

I would love that to happen. It will be good for both him and the team there. Lotus has lost many talents since last year, so having him would be a big plus.

Staff moving at Mclaren in the last couple of months.
Mclaren recruited two senior designers from Caterham, their head of tyres and their head of model design.
1. Peter Hewson - Tyre Modelling & Performance Team Leader (former Head of Tyres
Caterham F1 Team) - July 2014
2. Stefano Bortesi - Deputy Team Leader Aero Design (former Head of Model Design Caterham F1 Team) - November 2014
they are not the only moves at Mclaren. Between July 2014 - present, Mclaren hired another 6 graduate engineers, and 5 senior engineers outside F1. So, 13 new faces in the last 5 months, maybe even more, I found them only using linkedin.
Apparently, Luca Furbatto Torro Rosso's ex chief designer is coming back to Mclaren. Like Peter Prodromou, Furbatto worked for Mclaren in the past, until 2011.

What I've seen so far, "nearly every" team should know how the cars of their competitors look like. Lotus from RB, RB from McLaren...
So many engineers are switching the camps ... but what I've learned the last 3 years, this seems to be nothing unusual in F1
