FIA places the Indycar series behind F2 and GP2

The details of the new licence points system have now been clarified - with drivers needing to have scored at least 40 points during the three year period preceding the application.

Does this mean the FIA are planning on resurrecting Formula 2 again? At a higher standard than GP2?

Looks like some former champions wouldn't get into F1 these days based on my points estimates...

Also Robin Frijns double rookie champion in WSR 3.5 and Renault Eurocup 2.0 wouldn't be eligible. That is really awkward, because the Renault FR 2.0 and WSR 3.5 have proven to be a great stepping stone towards F1. So winning both categories should guarantee you at least 40 points in my opinion. DTM should also be rewarded, Di Resta has already proven that DTM could be a feeder series to F1. The driver level is DTM is really high even higher then in Indycar so DTM should have been added. Audi promoted drivers from DTM to LMP1 and they are competitive thats shows that DTM is on a great level competition wise.

and it brings in a minimum standard - you must be this good to buy a seat :)

This is a step in the right direction imo. The amount of points granted can always be renegotiated.
What I grinned at was GP2 being rated higher than Indycars. :D

This is excellent - we might stop getting successively younger F1 drivers with near 0 experience (but a big cheque book) now.

Carlos Sainz Jr has 46 points now and Max Verstappen has just 20 points

edit: Carlos sainz jr has only 38 points as only the past 3 years' points are counted

CHAPTER I - FIA INTERNATIONAL DRIVERS’ LICENCES
5. Qualification for the Super Licence
The FIA Formula One Driver Super Licence is issued by the FIA.
5.1 Qualifications
5.1.1 The driver must be the holder of a current FIA International Grade A licence.

5.1.2 The driver must be the holder of a valid driving licence when he applies for a Super Licence for the first time.
5.1.3 The driver must be at least 18 years old at the start of the event of his first F1 race weekend.
5.1.4 a) The first time he applies for a Super Licence, the driver must successfully complete a question session regarding the most important points of the International Sporting Code and of the F1 Sporting Regulations.
b) For all successive F1 Super Licence requests, the F1 team concerned has to certify, through the F1 Super Licence application form, that they have held a briefing with their driver about the most important points of the International Sporting Code and of the F1 Sporting Regulations.
5.1.5 The driver must have completed at least 80% of each of two full seasons of any of the Championships reported in Supplement 1.
5.1.6 The F1 Team concerned must show that the applicant has driven at least 300 km in a representative Formula One car (1) consistently at racing speeds, over a maximum period of 2 days, completed not more than 180 days prior to the application and certified by the ASN of the country in which the test took place.
(1) TCC or TPC as defined in the F1 Sporting Regulations.
5.1.7 The driver must also satisfy at least one of the following requirements:
a) Have made at least five starts in races counting for the FIA Formula One World Championship for Drivers the previous year, or at least 15 starts within the previous 3 years.
b) Have accumulated at least 40 points during the three-year period preceding his application (Championships and points listed in Supplement 2).
5.2 Qualification for Free Practice Only Licence
5.2.1 The driver must be the holder of a current FIA International Grade A licence.
5.2.2 The driver must be the holder of a valid driving licence when he applies for a Super Licence for the first time.
5.2.3 The driver must be at least 18 years old at the start of the event of his first F1 race weekend.

But there seems to be a lot of series you have to assume is equivalent to a current series which makes it all very muddy.

I would argue that at very least Button, Alonso and Vettel were definitely too early in F1. They all made significant mistakes in their first years. That said, so did Grosjean and Maldonado, so there's perhaps little evidence to suggest that this will improve things.

That said, I do think formalising how this works is a good step.

At first I thought 40 points was a little bit low, but seeing that you must collect them in 3 years and that many respected drivers did started with less than 40, well... it might be OK.

I do rate Indy lower than GP2, at least as "relevance" to F1: you know the tracks, the people and I think in many many tracks a GP2 could lap faster than an Indy...

I would give Japanese superformula 40 points because of the cars and 20 because of the "series level", so 30 would be a good compromise I think.

Why the 3 years rule? Isn't a superlicense supposed to judge experience rather than outright speed?

Judging over 3 years ensures consistent performance as opposed to a one season wonder.
