I guess it's still relativly safe to run without wing up untill a certain speed. The crash structure (nose) is still there, just not the downforce needed under braking at high speed. If they keep it slow and steady, they should be fine to at least run some engine and system checks.

Edit: The newest Update from Horner says he adjusted something on the steering Wheel between Turn 3 and 4, was distracted for a Moment and came off Track.
