I would think this is material that will be abraded by the tire to see where the tire movement is and how far the brake duct can be brought in without rubbing on the tire.

That could indeed be at least one aspect of this design.
A well working outwash FW design should rather trump an equally well working inwash one since it avoids the busy airspace between tyres and tub and all the suspension stuff.
If you get an additional good vortex on the inside, all the better.

Gaffa tape is 500MSI, about 10x stronger than high modulus carbon. I thought everyone knew that... :lol:

Sensors. I think, emphasis on think, that they are measuring how much pressure there is on the neutral section. It's obvious the team still tries to extract downforce from the neutral section.
