Measuring Rear Wing Height in F1.

In 1994 the rear wing was measured from the ground not the reference plane:

ARTICLE 2 - REGULATIONS:
5. Measurements:
All measurements must be made while the car is stationary on a flat
horizontal surface, or as provided in Article 89 of the F1 Sporting
regulations.

ARTICLE 3 - BODYWORK AND DIMENSIONS:
6. Height:
Except for the rollover structures, no part of the car can be higher
than 100cm from the ground. However, any part of the rollover
structures more than 100cm from the ground must not be shaped to have a
significant aerodynamic influence on the performance of the car.
Furthermore, any part of the car behind the centre line of the rear
wheels must not be more than 95cm from the ground.

All height measurements will be taken with the car in normal racing
trim with the driver aboard seated normally.

Between 1995 and 1997 (Probably 1995) continuing to this day, the regulations changed and the height of the rear wing was measured from the reference plane. But thinking back to 1994 the maximum height of the rear wing was 950mm, however these car probably ran with 40mm of rake, so from the reference plane the height of the rear wing was perhaps 910mm?
I've been trying to determine the height of some rear wings from the early 90's, but due to the fact rake is taken into account, this becomes a little difficult.

Also I'm surprised that teams in 1992 and 1993, didn't take advantage of the active suspension to lower the car to the floor for scrutineering allowing them to run a taller rear wing.

If I remember correctly, the "plank" was preceded by a minimum ride height. This was a static ride height, of course, and the plank defeated strategies to reduce dynamic ride height.
