I saw this article on Joe Sawards' blog. WIlliam Toett is the author I believe. He normally writes for James Allen. I am not sure if that is Somer's original content. Might be Saward's...

On TKs AbD Notebook , he caught a few of the Ferrari guys talking to a Shell boss.

One of them,Guy Lovett from Ferrari ,stated that 25% of the PU performance gain (2014vs2015) was due to the fuel and lubricants.

If it was 25% of the Gain (not total ICE performance) then that doesn't sound unreasonable to me. say the ICE gained 10hp over last year, then the fuels and lubes gave a gain of 2.5hp.

Fair enuf, clearly I misremembered.

Still 25% of the gain still seems reasonable to me.

And are they allowed to develop in season or are final modifications due at the homologation date?

Not confrimed. But more likely in season will be allowed. It added an extra dimension to the championship strategy and was well received so very likely.

The number of power unit tokens allowed for in-season development will be allocated as follows over the coming seasons

Does anyone here know how much power the MGU-H needs to produce to spool the turbo?

About 70hp or so if you're taking without any help from the exhaust. The answer is in the thread somewhere..

Someone please say something profound in this thread, I want to see what happens when the upvotes get to 1000. Does the odometer roll over to 0, or does it keep counting over 1000?

Actually the vote total on this thread is genuinely impressive, because vote totals in the several-hundreds on car threads are usually due to many great pictures. This thread has been earning votes almost entirely through technical words. Not better or worse than pictures, but definitely harder.
