What are some of the most important concepts when designing a F1 racing car, is there any certain car design that is really outsatnding compared to the rest?

It definately depends on the type of racing going to be done, as some designs are more favourable to a specific form of racing, from rally, road-racing, drag, oval, "drift". But to get the ball rolling, with some known basics:

Low: CoG, Mass/weight, unsprung weight

High: Chassis/suspension stiffness, engine output (relative), efficiency, reliability.

I have a question. Where do you start when designing a chassis, of any kind? I heard the wheels and then work your way in to the suspension.

Yet, I find that hard to beleive because how would you design a stiff chassis if you started witht he suspension design first?

Yes, I think your right, that would be a good place to start....the wheels first. That gives you 2 important lines to start with... the 'axle' center-lines.

I would have thought it was the wheels then the safety cell. There was a video of Brudle looking at a Redbull, that I can't seem to find now. I think that explained the exact order.

Must be why Toyota F1 is at the top of the WC standings right now.

I think budget, as scarbs wrote, is one of the main departments that needs to be well organized and stuctured, in order to allocate those funds as effectively and efficiently as possible.

I may be beating a dead horse with this, but Renault were masters of this concept during their WC runs in '05 and '06. Along with paying their employees (drivers) meager wages, in comparison to their main competitors Ferrari and McLaren.
