1) Strength of the bubble comes from being complete, when you make a big cut out on the to the strength is lost and needs to be redesigned. It is like a coupe and convertible
2) bubble top is quiet heavy
3) the one tested in the tyre strike by FIA deflected too much that the bubble would have hit the helmet. To have made it workable it would have to be higher, bigger to provide for enough clearance for the helmet
The best would have been a complete canopy as seen in NHRA top fuel dragster, but concerned people are concerned about the look of the car and the entire thing has gotten political. Hence the half as**d hallo idea.
