All that has to do with the power train, gearbox, clutch, fuels and lubricants, etc. Generally the mechanical side of Formula One.

The idea was to obstruct the main exhaust as much as possible since all teams have converged to the minimum legal exhaust pipe diameter, suggesting that they would meke them even smaller if allowed.
The wastegate pipe could alternatively work as a wing for the exhaust plume.
The rules make it clear that something like this is forbidden, though. And it might have been a bad idea in the first place ;-)
