It seems unclear if Alonso will be able to drive so it sounds logic to me.

If he fails the test after FP1 can they swap in Stoff at that point? Or does Mclaren compete with one car?

My initial thought would be they would be allowed to swap with Stoffel at that point. I'd think qually, or even FP3 would be the cut off point. That's just my guess though.

It's normal for midfielders to change the pilot they use in FP1 and 2 so I guess Vandoorne can race as long as he does the quali himself.

Thats it, he will try with FP1 and if things go wrong Vando will be the driver for the weekend.

I think you guys are right but the motorsports.com article hints that the FIA needed a list of drivers to be entered for the event, hence the provisional permission. In cases where a mid field team uses a pay driver for FP1, they would have entered their actual driver in the entry list so they can get away with the substitution. Here, McLaren will have to change the race driver on the entry list. Makes sense?
