I dont know, I'm sure PJ wont tell either way. He writes for F1AT and I think they are technical collaborators with Sky Italia (PJ should correct me if I'm wrong)

Well if performance increase is big enough, there is no need to wait. Next year tokens are off, and its better to spend it faster rather then slower.

Although we are completely off topic discussing about future -to come- updates rather than actual stuff on the car, I think next year there are no tokens. I think from 2017 on teams can update without having the tokens restrictions.
