Yes it is. It's a new FW with the top element being exactly the same as on the old one. The fact that Alonso was faster on the old FW than Button with the new one throughout the weekend was probably not a coincidence, and now they must be trying to see what exactly went wrong with the new desing.
The result is the bodged Front Wing we see.
No the top element is not the same you just have to look at the pics to see that is not the case. On the old wing the top plane had a double element at the outboard section that meets the endplate on the new wings it's a triple element.

That's not part of the flap, though. The outboard sections are fixed, you then have the adjuster and the adjustable flap.

Mp4-31 is 4th best chassis whit potential to challenge top 2 whit more power.

You can actually see that the top element of the adjustable flaps is different in the comparison shown above. The trailing edge definitely has a different shape, the gurney flap is different and the inner portions look to be shaped differently than the old designs.

Seems that you have convinced yourself that it is the same shape to support your idea that McLaren don't know what they are doing. Evidence should lead to a conclusion, starting with a conclusion and then looking for evidence to support this idea/conclusion/theory is just bad analytical work.

It also looks like the curved up part of the main elements is a lot further inside on the new FW.

What really drives me crazy is the amount of chassis-updates on the MP4-31. I think there has been no race weekend so far, where we have not seen a visible update.
In terms of limited CFD- and wind tunnel time, they obviously do quite a good job.

The comparison shown above shows the FW from last year's Russian Grand Prix. There have ben changes after that.

Seriosly guys, even IF they actually bought two different FWs for this weekend it would already be a bad enough sign.

But the simple fact of the matter is that the new FW hasn't worked, at least not entirely, and they simply took the top element from the previous wing and stuck it on the new one. It's as simple as that, nothing as complicated as "oh, McLaren has such a well defined development path that they already plan in advance if their updates don't work".

Unfortunately, as much as they seem to have evolved on their chassis department after 2014, they still show signs of not knowing where to go sometimes, and even though I believe they're close to Toro Rosso as 4th best chassis I can't see any perspective of anything that would challenge the top 3.
