If it was that loose I'm amazed it lasted that long.

SKY are calling it a man hole cover. It isn't as its not big enough for a man to get in it. It's a drain cover. Thankfully it's not a man hole cover or I doubt Button would have been that lucky.

the punishment for this ugly design came straightaway, a turn 1 crash.

It would be idiotic to give any form of penalty that influences qualifying or the race, for a change of helmet livery.

According to Paul di Resta it is allowed to change the design once per year or so.
So I don't think there will be any penaltys for their helmets.

But I think that Hamilton is up for a penalty for his backwards driving in T1 after his lockup.

That could have ended up horribly. I hope the damage on Button's car is limited. You don't want to be faced with a damaged chassis a few hours before FP2.

The issue does not manifest itself at the speed of road cars. Road cars having "excessive downforce" or not is quite irrelevant as normal traffic speed would not allow a drain cover to be sucked loose.
