If the current top three teams leave, the middle pack teams would benefit from increased earnings by winning more. The sport would become a little more competitive if the only heritage teams left were McLaren and Williams. New teams may enter if they thought they could compete and the upward cycle of F1 would start again as long as engine manufacturers could be found.
Ferrari can't leave even if they lose their £100m a year and veto.
If they did they would be crucified in the press. It's unprecedented in a sport to give that to a competitor and to leave would be for them to admit that it can't win without the table being heavily stacked in their favour.
If Liberty/Chase don't remove the veto + historical bonus then there will be questions asked of them.
