Is the floor equipped with a slot to blow air scavenged from the front around the side and seal it? It looks as though something like that is going on in this photo.

That is true in part. But, the winglets in the rear brakes have nothing behind them other than affecting the air flow, if the winglets you mean are the ones I'm seeing.
The turning vane however, has another 80% of the car to negotiate before that point.

Yes, but it's also dealing with airflow around the suspension and the wheels, as well as off the front wing flaps, so it's not seeing perfectly clean airflow to deal with, so it's shaped to suit.

nothing new for FI, this car for sure can;t be on spotlight in 2017. If we look at the car it's a classic design, nothing spectacular. To be honest i had higher expectation from them, i mean the car is just standard, with a cheap looking design and nothing new to hope for good results this year.
car looks nice, except for the nose...

small holes, perhaps for cooling purpose, it's common seen on other cars for previous years . it just a matter of camera angle

This seems to be a WIP version which will have many updates by first race. FI don’t want to reveal everything at this stage.

The Airbox Area is pretty bulky too.

I also agree this is very interesting detail. This strange slot in the front floor seem to disturb air flux; in reality this are is protected by deflectors and could be many things: a blowing air from underside the floor and direct it to some additional cooling stuf or can be the contrary: a sort of inlet slot from top floor to bottom, taking air from the internal floor side not visible in the pic. Not easy to interpret this detail.

Common for a Merc powered car? I thought the airbox area on the 2016 Merc was pretty bulky as well compared to the Red Bull.

If I am not mistaken you are speaking about what is highlighted in the red circle?

If so, I would also assume the slot you are speaking about will follow something like the blue line I added.

If there were to be such a slot there, the projected shadow on the ground would reflect it.
The many light of the stage are not really helping, but the shadow of such an area would create an equal indentation on the ground highlighted by the second blue line.
But as you can see the floor shadow is actually straight.

Maybe I'm wrong and it's really tricky to understand anything with one poorly lite picture.

Overall it's a nice car, most major stuff will come around Barcelona and Melbourne anyway but it's nice to have a preview of the season ahead.
I usually like shark fins, but this one isn't really what you would call flattering.
