Probably Aluminum honeycomb under there..
Though you maybe right, wrapping with Carbon fibre is a technique that has been used on old bridges to strengthen them.

Also held in place with velcro straps. These are temporary protective covers. Wheels must be constructed of a prescriped magnesium alloy.
