The whole situation has been created by a circuit that is simply not fit for purpose. It's a terrible circuit and it has no place on the F1 calendar.
It's imo the most dangerous circuit on the calendar and just for what? Promote the city, the country? If that's the main reason, then you should scrap the plan to race there, because it adds simply nothing to racing.
The only solution to this besides not racing there, is to have the safety car drive off track at a certain part of the last section, like an opening in a barrier at a run off area where it leads back to the paddock/pitlane.
