Chassis diagram appears to show half of a monocoque that totals ~ 40 lbs. So is the complete monocoque ~ 80 lbs?

80lbs is 36kg. That seems on the low side to me. That diagram is just showing where the aluminium honeycomb is going to be positioned for FEA and manufacture. It excludes the weight of suspension and other mounting inserts, rohacell core, carbon weave and resin (sandwiched together in pre-preg), which depending on the number of layers will add significant weight. 70-80kg total would be more like it. The monocoque weight has been increasing in recent years due to improved penetration protection around the suspension arms.

I believe so. I also found that the Dallara DW12 monocoque is 81kg (or 179lbs) so close to 70kg for F1 seams reasonable.
