" handlebars" are for legality reasons. Bodywork above the bargeboard legality box must not be visible looking up from the reference plane.
With the cutouts of the merc, I could still get it, but Williams here take the cake. The rule itself adds very little -as we see how teams circumvent it- and it only increases the complexity of creating the parts. Thus, the sole thing this rule does is increase the cost of creating parts.
