So the exact sequence (ha) is
- driver turns steering wheel
steering column and steering gear and suspension mass and compliance add a delay time
hub of road wheel steers
carcase of tire twists and finally points belt in the right direction (this is your relaxation length)
front tire develops a slip velocity and so generates a lateral force
front axle accelerates sideways (governed by body inertia etc)
front axle velocity builds
front axle displacement builds
Car body now has a yaw angle
rear axle picks this yaw angle up via compliances and masses
hub of rear road wheel steers
carcase of tire twists and finally points belt in the right direction (this is your relaxation length)
rear tire develops a slip velocity and so generates a lateral force
rear axle accelerates sideways
That's probably wrong in detail but includes everything I can think of this morning.
