how does a minimum spend stop teams from outspending to win. or are you suggesting that teams will see the other teams data from cad good luck with that one. why would teams want to give there progress to other teams. yes in indy car teams can have a good look at a car but they don't get the actual data and have to figure it out themselves

The point is that a large chunk of current team budgets is due to reverse engineering 9 other teams' cars, and paying huge salaries to steal their top engineers that know all of the secrets. This way, everyone gets it equally, and it is far cheaper as a whole for the sport.

Having a minimum spend, and forcing them to share data at each race means that they can spend a ton to win this week, but everyone has it next week. Any overspending would only get you a single usage, so would be avoided when the co-development path get you much farther for the same money.

But if Mercedes Ferrari and Renault say woo hang we don't like this we would have no engines. I don't think McLaren or red bull would be keen either which takes the two biggest customer teams away. So the grid would just have Williams force India Haas Toro rosso if that didn't leave with red bull and sauber. ... With no engines

It would drive the manufacturers in. Shared tech is their current business model, as it saves a TON of money.

It would attract alot of players.

And go ahead an invest 50M in tyres, and nothing else. If that is your best place to gain an advantage, then do it.

I don't think you understand why manufacturers are in Formula 1. It's no to share tech, that's for sure.

The entire reason most of them are in racing, is so they can claim they win races because of their Tech, and thus their road better then their opponents.

I'm sure the manufacturers want nothing more then to attain the knowledge and understanding of how to build higher quality and higher power vehicles, and they want that at the cheapest price possible. That's why almost every manufacturer currently has co-op deals with other manufacturers. I wouldn't believe that they were capitalist Ventures if they believed anything else.
