No. McLaren will be using BP/Castrol in 2018, but Petrobras will sponsor them. It will probably be rebadged. Petrobras will be developing their own fuel for 2019.
Well the fact McLaren were not given access to the Merc PU when they used their motors (see Ron Dennis complaining customers don't get the same benefits) and even the Honda's internal components weren't completely divulged to them, unless Renault are surprisingly open and say "oh hey, here are the plans and intricate running details of our new PU you'll require to test with your new fuel partner", they unlikely have unrestricted access..

Honda is rumoured to be north of 940hp at season start, which is a jump of 40-50 just over the winter as the end of last season, they were said to of just snuck into the 900s but they also had an apparent development engine planned to be used but it never saw the light of day. But as said this is only rumour. I have not heard much from Merc and Ferrari apart from they are claiming the same power output as the end of last year but with greatly increased durability. So we will have to wait and see!
