Williams had blisters on its paint yesterday, isn't that worse than this?

Depends on whether the paint is up to the job! I'd be more concerned about burn marks, especially given their pattern on the bodywork in that shot...

Why do F1 keeps testing on Europe in the winter? Even if it was sunny, the temperatures are very different from what they will find when racing.

Proximity to the majority of teams' bases, which are generally in the UK and Europe. If they tested in countries where it was summer, it would be an awful lot harder to ship in parts, diagnose faults, etc.

The logistics of getting the team, car and all the equipment to the testing location coupled to the tight testing schedule these days,

Add to that they're shuttling new parts over from their bases on a daily basis. Doing that to somewhere like Bahrain is a headache they can do without.
