Mystery part identification?

Mystery part identification?

Hello. I am new here and do not know if this is the correct place to post this question or not. I am trying to identify a mystery part for a project I am working on. I was told that said mystery part came off a Formula 1 car. All I know is that it is pre 2010... To make matters worse, I only have pictures of half of the dang thing! I know the chances are small but any help would be greatly appreciated.
I do not believe that anything in the picture other than what the arrow points to is related to the car part.
It is small. Roughly 1.38" wide and maybe 2.0 - 2.5" long.

I am told it is part of the fuel filter process...

If it's F1, it looks a few decades ago. If that is a leather strap it might even be "50" or even earlier.

Looks like a t-section of fuel or oil lines and an exposed wheel bearing, bolted on what looks like the gearbox (or an old super charger?) some old timing gear?

Thanks for the reply. The leather belt and bearing has nothing to do with it. Only the oval shaped aluminum piece.
I too thought timing chain cover cover until I realized how small it is.
