There isn't any new regulation. All they said was that teams have been complaining about the rules not being followed. FIA realises that the intent of the rules are difficult to put down in words for the rulebook. But they will enforce the intent of the rules rather than the exact wording and hence work on a case-by-case approach. There isn't any kind of rule change - you were never allowed to have engine modes just for blowing the wing.

Case by case subjective interpretation of the published rules is the fastest way to get ZERO signatories on the 2021 contract.

If anything, I'd be very concerned (as the teams) of this being the way forward, as it starts the slippery slope of fully manipulated racing. No self respecting team should tarnish their professional reputation by being a puppet in that play.
Agree. Mid-season changes should be off limits. The double diffuser was the only reason Brawn GP won in 2009, but it was allowed to continue until the commencement of the next season.

The cars have been scrutineered, and passed. They are, therefore, legal. If they wish to change the interpretation of the written rule, it shouldn’t be done so during the season. If a team has found a loophole, they ought to be able to exploit it - if it’s legal.

Going through cars on a case by case basis to see if they adhere to a new, unwritten, different interpretation of a written rule, which they have been scrutineered against and deemed legal, is an absolute sham.

People are so quick to spin the FIA - Ferrari international assistance card but really... they’re ready to ban something mid season that they only have the briefest of glimmers of a possibility that Ferrari MAY be benefiting from. Just like reducing the oil burning limit mid season last year. I’m all for announcing the ban to be introduced from the following season, but teams have already produced cars to the written letter of the rules, had them scrutineered to that standard, and passed.

At this rate it really is hard to interpret it as anything else other than manipulated racing.

This has been the case for decades now. Rule makers can ban anything in season, with the reason of spirit of the rules where a team has exploited the words of the rules.
FRIC suspension was banned in 2015, in the middle of the season, which was such an integral part of the car. But then, it's the exploitation of rules to gain an advantage, so nobody made noise.
The exhaust blowing was also banned in 2012 mid season, but Renault could justify to the rule makers as to how that clamping down can cause major reliability issues and then the clamping down had to be removed.

So there is a precedence where if you can provide valid justification, they can spare you.

As far as the current situation is concerned, using the exhaust gases for aerodynamic purposes is always banned and that is why, they placed the exhaust in the central section, unlike the double exhaust exits that were part of V8s. Monkey seat was banned as that was being blown. So, anyone venturing into areas that had the previous instances of getting things banned around those areas, are taking risks where their advantage would be cut short in season. So, the current situation isn't entirely unexpected.

But was it a 'change' in the rules or an 'enforcement' of rules already in place?
We could claim that it should have been highlighted or rejected before the first race, but a rule already in place is still a rule.

I don't like banning operating modes of hardware that passes scrutineering.

We have a formula that is 80% aero driven, but have the counter intuitive commandment that "Thou shalt not do anything for aerodynamic purposes."

Its borderline retarded.

Ferrari insider Leo Turrini said that Ferrari is not worried about the FIA’s clampdown on exhaust blowing. In Maranello they said: "if people in the paddock think that we are only strong because of a trick, they are mistaken and don’t know anything.

All the media is trying to do is to create some drama, that in my opinion doesnt even exist in reality. Nobody knows what that paddle does, it could be a simple paddle to change the brake-bias, I see nothing special here.

Yeah I think people are overacting calling on FIA. So far this was just peculation nothing more. If the FIA thinks that Ferrari is using a paddle to control anything throttle related they will intervene if not they probably won't do anything. But so far they haven't changed any rules mid-season there were just rumours that they would investigate if Ferrari was cheating which is fair and their job.

You better make hindsight fact check / proofread on whatever "insiders" of whatever team/makers, you'll be amused.

You are true that media is creating drama (maybe Turini more than most) but it's true that there is something, you/we better focus on Tombaziz statement, paddle or not, Ferrari or not or all makers are doing the same or not, there is something going on, it's just that it's about the grey area and that's what's interesting about it.

My guess;

Ricciardo wants to drive for Mercedes / against Lewis and the rumors are being spread by Ferrari- because they want Ricciardo.. and by spreading these rumors they try to destabilize the Merc - Ric negotiations..?

and.. to make things even better; Hamilton doesn’t want Ricciardo as a teammate and therefor the negotiations between Hamilton and Merc are going slowly, because Merc wants Ricciardo..?

The question is how Ferrari are going to use this to benefit themselves to a championship after 11 seasons
