Honda F1 project leader Yusuke Hasegawa has outlined a number of reasons why Honda has been struggling so badly in the beginning of the 2017 Formula One season. He confirmed that lots of problems were not discovered while running on the dynamo meter.
“Regarding our race research and development institute from Honda, obviously we are going to work on minute details for the Spec 3,” says Honda motorsport chief Masashi Yamamoto.
“But simultaneously, we're going to be very concentrated on the specs for next year. This year's spec is mainly all decided for this year, so the last half of this year now will be quite focused on the development of the specs for next year. But all the others will be focused on the engine for next year, too.”

Get a feeling the new spec PU is still being nursed around and not being run at max. Total guess, but I agree. A couple of reliability niggles, plus what seems to be a slight downturn in performance compared to it's debut (at least that's my impression, straightline speeds were very good at its first race), so maybe conservative whilst the reliability is investigated ?
Likley. If I remember the Spec 3 engine family had a qualifying mode by the end of the season.
