Bottas did worst last year at Baku, got no penalty. Both Vettel and Kimi got penalties.
It wasn't even close to what Seb and Kimi did this season. Bottas and Kimi went into the corner side by side, and an unfortunate bounce from the kerb sent Bottas' car flying into Kimi's. Did it deserve a penalty ? Imo yes it did. Was it close what happened this season ? Not even remotely close.

Lewis and Kimi also went into the corner side by side. Both taps by Vettel and Kimi was a lot lighter than Bottas into Kimi. Not only hit was a lot harder, it took Kimi into the sidewall.

Bottas went into a 90 degree corner on the inside and slightly behind, which he wouldn't have made without hitting Kimi.

Stewards are still in meeting. Charlie Whiting says it probably depends on whether it was safe or not. + Hockenheim did not have track specific event notes which defined it is strictly forbidden

I'd actually feel better if a ten second penalty was handed down. Hamilton finishing the race ahead of Vettel was victory enough. The wet stuff is really a challenge.

He is under investigation for breaching the rule stating you can't cross the line separating the pit entry and track and not for something regarding saftey.

"...by a car entering the pit lane is prohibited."
Hamilton didn't actually enter the pit lane so, he did nothing prohibited.

This is BS from Charlie.
Why do you need specific event notes when it is clearly forbidden by the rules.

So they can not give penalties for speeding in the pitlane anymore because it is not mentioned in event notes? This is absurd...

No I think this part he was on is considered part of pitlane.

Philip Duncans twitter - FIA race director Charlie Whiting points out that Hamilton didn't break the regulation regarding the pit entry bollard in the event notes. Confirms Raikkonen's penalty in Baku was a different incident based on event notes, not International Sporting Code.

Chris Medland's twitter - FIA race director Charlie Whiting on stewards' decision: "Anything is possible. They might tell him [Hamilton] off. They might give him a reprimand. They might give him a five-second, or 10-second penalty, but the likely one would be on the lower end of the scale."

The rules are not there to ensure "victory enough".
That's exactly the wrong attitude.

d) Except in cases of force majeure (accepted as such by the Stewards), the crossing, in any direction, of the line separating the pit entry and the track by a car entering the pit lane is prohibited.
Hamilton did not enter the pits though, only the pit entry [-o<

He went into pit lane entry, which he can NOT come back to track without force majeure.

No; the "pit lane" starts at the pit lane line and speed limit.
