There is that, so the rule seems to be inconsistent. It'll be interesting to read the reason if the penalty is indeed not enforced.
What is inconsistent? It is very clear cut.

We keep doing circles. It's a violation, OK. Where is the penalty?Where is the passage saying what the penalty should be?

As I said earlier, low speed, Safety Car, not feeding into racing line. It's a violation with absolutely no consequences for others.
How do you ask for a time-penalty?It's arbitrary.

d) Except in cases of force majeure (accepted as such by the Stewards), the crossing, in any direction, of the line separating the pit entry and the track by a car entering the pit lane is prohibited.
So there is that. Hamilton didn't enter the pit lane.
But why does the rule state that you can't cross the line in any direction. From track over the line in to the pit entry is a clear penalty since you're gaining an advantage.

That has got to be one of the longest reasons I can remember in a stewards decision! :o

Sloppy wording, perhaps.
He didn't enter the pit lane and any barrister worth his salt would get ti thrown out. Since they haven't actually specified what infringement "clearly" took place, I suspect there's a bit of ass-covering misdirection going on. Traditionally, the rule has always been about diving into the pit lane when it's too late. Hockenheimis unusual in that there is no longitudinal white line on the track to separate a pit lane entry.

Grass is just a place without tarmac.

Now that's out the way why did Mercedes even contemplate pitting Lewis when his tyres only did 9 laps and most of them were under damp conditions which cool the tyres and produce less thermal deg? The obvious decision was stay out and let Kimi and Bottas pit who were on very old soft tyres and would've been a sitting duck had they stayed out. Just seemed unnecessarily messy. Anyway it was a mega performance from Lewis to win from P14.

They wanted to put wet tyres ? In Bottas' pit stop there was a mess, his tires weren't ready - or so I thought. When his tires got removed, the new tires to put on the car were in their blankets, and they tried hastily taking them off and slapping the ultra softs on the car, which made no sense to me at the time; it was raining, a lot. In hindsight, they might've brought Bottas in and made wet tires ready, only to abort at the final moment to put on ultra softs instead. What must have been at around the same time, they aborted Hamilton's pit entry.

Someone within the team prevented a colossal muck up. They deserve a promotion imo.

Yeah; saved by their finger trouble on Bottas' car from their own lunacy.

What an escape!

Vettel - the only question is how many times can he fail in a top car, with no competition (aka Raikkonen), and no pressure for people to realize he's not that good, period. Infinite is the answer ATM as long as you get infinite chances, media and audience like now. The fact that SC helped Merc and Raikkonen was nowhere adds to the fun.

Hamilton - team orders champion 6:0 against Merc teammates =P~ (7:0 if you add Rosberg-Brawn). A farce of "let them race" pure motorsport. Added bonus of fake penalty from helpful FIA. They surely know when to recycle reprimands.

Haas - simple things failure specialists, Grosjean saved their as... once again. In any normal sport and team Steiner would be looking for a new job instead of babbling about "damage limitation".

Let's talk about TR putting Gasly on full wets as it was only wet in the hairpin and then changing him back on slicks shortly before the rain started to get heavier.
