This is very limited by the list of drivers with enough points.
Did someone come up with a loophole that allowed a driver to sneak in without the required amount of points/time?
Otherwise it is just a question of who is on the list (not contracted), and who will not do it.
Getting involved in politics, the obvious name is Kvyat, Dependant on what sort of contract he has with Ferrari, but I would think it unlikely not to have a get out of jail for a drive clause.

Kvyat will never get that seat again. Honda has requested a Japanese driver and I think (next to Gasly moving to RBR) they will likely also like to replace Hartley (unless he shines in the second season half). With whom I have no idea, It seems RBR would like Norris but I guess he will sit in a McLaren (next to Sainz) next year. Possibly Vandoorne, but I don't see that happen (not an RBR man, not doing fantastic these 2 years and has spoken badly about Honda). The number 2 STR seat will b a surprise to me.

But who is the qualified Honda driver, let alone a Japanese driver?
The regs are now so tight that unless you win F2 or/and 3 there is little way in.

Is there a list of all current super-license drivers plus junior up-and-coming candidates and their FIA super-license points totals? This would be really appreciated. Just saying. We could argue better if we had a list of names. But we'll argue without if need be...

Gasly is now the only reasonable choice for RBR-Honda for 2019. Gasly according to me is a quite descent driver. I expect to see Ves feeling more pressure with Gasly as his team-mate than Ricardo.

No one seems to remember Oliver Rowland was part of Red Bull young driver program. I dont recall him testing in f1 for Red Bull but a quick google say Williams were pleased
