I’d like to see that quote. It wouldn’t surprise me though. They do there own dyno work (with Renault) so it could be possible that they could optimize an area where Renault cannot due to their fuel spec.

I wonder how much fuel is consumed on test stands, compared to perhaps 800 l per Grand Prix, per team. Seemingly they would run test stands more than 120 hours/year (6 hrs per race weekend, 20 Grands Prix). If this is the case, the bulk of fuel costs would be seen by the power unit developers. So why would Haas have trouble getting the same fuel that Ferrari are using droves of?

Every formula power unit build by a manufacturer is said to undergo a 150km equivalent of dyno testing and tuning before it being placed into racing service. The manufacturer will supply to customer the power unit + oil and fuel it was tuned on. Customer teams that choses to use oil and fuel other than that specified by the manufacturer will have to pay the extra dyno tuning of the engine on their supply of oil and fuel of their chose. This extra dyno tuning is carried out by the power unite manufacturer on the customer supplied oil and fuel of chose. In this case the manufacturer will supply the power unit tuned on the customer chose of oil and fuel less the oil and fuel supply.

RBR doesn't do their own dyno work with the Renault engine, RBR having chosen to run on different fuel and oil than what their engine supplier use have to pay extra for Renault to tune the engine they supply RBR on their fuel/oil of chose. just imagine any of the present four manufacturers letting somebody else dyno run/tune their engine.
