According to that article: because with those pitot tubes they can see the what the airflow does, and thus also the effect those tyres have on that airflow, which makes sense. So partly that tells them something about how much the tyres move, how stiff they are etc., and it also tells them how the tyres influence their rear aero - which has been quite an important effect, which teams had a lot of trouble with when Pirelli changed the construction and thus stiffness of the tyre wall before. With the 2019 changes to discourage outwash, perhaps it even allows them to discern how precise they need to be there.

The live ticker I read 2 weeks ago claimed that the tyres for next season are gonna be the ones which have been used in few races this season, like Barcelona and France.

not gonna make a difference, coz at silverstone they had thinner tyres and Ferrari were faster there. so i guess it will be close
