Just for a bit clarification: In 2019 there are gonna be 5 homologated compounds: C1, C2, C3, C4 and C5, from hardest to softest. At each race weekend teams will be given 3 different compounds like it's been until now and no matter which 3 of the 5 compounds above have been choosen, they will be white (hard), yellow (medium) and red (soft).
For example: In Monaco C3, C4 and C5 will be available, so C3 is gonna be white, C4 yellow and C5 red. For another race, let's say the hardest (C1, C2 and C3) compounds will be selected, so again, they will be named in this order: C1 white, C2 medium and C3 red.
Now to answer your question: After having read what I just wrote, you will probably understand the reason why there will be 5 compounds in testing. Well, because these are all homologated compounds for 2019 and teams can choose and test whichever they want.
