The t-bar camera is mandated, and others are required in various places with a bit more freedom over the placement. There isn't a requirement to have one on both sides as far as I know, but I think there is either a requirement or allowance for putting a "dummy" on the opposite side to balance out the aero. So yes, it would look like some of the air flow coming off the front wing/suspension is hitting the mirror and then the rear wing but its quite possible that there was just an incident on the lap like taking to much of a curb and the flowviz from the front wing could of ended up on the rear wing.
