RBR will be between 7-10. I don't think they will make podium in 2019.
Why do you think that? I am curious.
Because of Honda. They improved a lot but I don't think they are par with Ferrari or Mercedes or even with Renault. It seems to be over hype from RBR. You will come to know when real fight begins at Aus Race!
Adjusted for C3 compound and minimum of 20KG fuel and a Maximum of 40KG fuel.
17.5 = Scuderia Ferrari
17.8 = Red Bull-Honda
18.5 = Mercedes AMG
19.2 = Alfa Romeo-Ferrari
19.2 = McLaren-Renault
19.3 = Renault Sport F1
19.3 = Toro Rosso-Honda
19.4 = Racing Point-Mercedes
19.8 = Haas-Ferrari
21.4 = Williams-Mercedes
Personally, my rough maths is flawed. However Renault is above Alfa and McLaren may below Toro Rosso. However, some teams are showing reliability issues that are masking their true performance, like Haas. I also think Williams are in effect on Day one of testing, and have still to dial in a second of speed, but that will leave them still in that half to a second off the back area, Red Bull is second best of far, and Mercedes still have to put in a time with their party modes on, so may still be a second off. In summing,
Ferrari fastest; Red Bull a third of a second off; Mercedes a couple tenths back. Renault in no mans land; Alfa best of the rest; McLaren (fast but flawed), Toro Rosso (4th fastest with their narrow set up window), Haas (4th fastest, but reliability a question); Racing Point under with developments to come, and Williams a half to a second off the rear. But that leaves many good development sub-plots in the coming year, especially when it comes to front wings and who has got a good car that operates in the widest operational window for the majority of tracks.
It's incredibly close, closer than it has been for quite some time. This may be the best F1 season from a competitive standpoint that we've had since 2012. It may just be a season where there are more factors involved in winning than just having the fastest car. I think that's what F1 has been missing, and an intangible but welcome addition.
Ferrari
Red Bull +0.2s
Mercedes + 0.5s
Renault + 0.8s
McLaren +0.9s
Alfa / T Rosso +1.0s
Haas /R Point +1.2s
Williams +2.0s
To do something well is so worthwhile that to die trying to do it better cannot be foolhardy. It would be a waste of life to do nothing with one's ability, for I feel that life is measured in achievement, not in years alone. ― Bruce McLaren

Those being? And why would they be more influential this year? Not disagreeing--aero and mechanical differentiation is reduced this year per the regulations. The free-development areas are smaller than ever and even they have requirements. So you may be on to something.
The human element of course, the drivers, the mechanics, engineers, etc all their roles become more important. Less differences between machines means the differences between the organizations is more pronounced.
The human element raises commercial appeal, so there's that.
That is why people love good battles and passing, and strategic fights, and capitalizing on moments of psychological weakness.
It's why some people like spec series. Formula E, NASCAR, feeder series, etc. A different part of the spectrum would be time attack, autocross, some off road series. Somewhere in between would be F1, WEC, WRC, and the Japanese-German mother-chassis championships.
I would say athlete-oriented sports engender more suspense (of a sort) and wars of attrition. But it's not always the case, I'm sure y'all could offer up some ball sports examples (not my forte so I won't comment).
I think RB and Merc excelled in the organizational & athletics realm in their winning eras. Ferrari seem to still be catching up in this area and they've had many internal upheavals over the years, so maybe they're getting closer.
It is looking closer than it has been. I'd guess that the top three are all within 0.25, so we should see some mix-ups based on driver talent. Then about 7 tenths back the midfield is all bunched together within 3 tenths. Then there's Williams.

Yeah I think they same, and then 2020 it will be even better. And in 2021 comes the rude awakening.
Finishing races is important, but racing is more important.
