The wheel fell off to the grass and the floor scraped the tarmac. He hit the grass with his left back wheel, so you could say this one is driver error as well. From the onboard the impact looks not that high so may be the chassis is not total loss.

At a certain track in certain conditions perhaps over a season I doubt it. Red bull would figure out what tr have done better quickly
