Better than that, 4 cars with the same power train, (PU and gearbox) and the same fuel and lubricant supplier, so all the data of this pre-season the only real variable was the driver. As Honda keeps refining and developing individual components in the power unit, they'll slowly unlock more efficiency, and with it more power.
Honda has a distinct advantage over Mercedes Renault and Ferrari, they don't have to run an F1 team Red Bull does that for them, so they can focus on the engine side, with 4 cars worth of data, and essentially one partner, they can develop at a faster rate than they have before.
