And i'm still asking....why not implement a downforce limit like Le Mans 2021? That way when you hit that limit there is no need to spend any more money! Ok maybe making the car more efficient will be the place where money goes next but still this will limit a lot what teams can spend!
Same goes for other areas too...like the engine and maybe having standard Active Suspension i'd say!
Just give them the dimensions of the car, wings etc...and let them design whatever they want...!
You have no idea how many areas you can find to spend a lot of money just to find .1 second per lap on these cars.
If you limit the downforce, they will simply start to look for ways to achieve the downforce limit with less drag and the teams will spend exactly the same amount of money just doing that because it needs the same tools (CFD/Windtunnel) and the same manpower. Just the gains will be smaller.
The teams have their annual budgets and they will spend the money allocated in it unless the FIA mandates a budget limit.
