How does that imply a major upgrade on chassis for Silverstone? Seems to me they're just using it now because of the overtaking probabilities in Austria.

If they were worried about pace here they'd put the engine in both cars, and if they were worried about overtaking you wouldn't give a driver a grid penalty for an engine change..

I meant better overtaking opportunities in Austria compared to Silverstone makes it a better avenue for taking grid penalties. But I'm not sure how it all translates to chassis upgrades planned for UK, unless the source lies elsewhere.

Makes sense get a penalty with 1 driver (and match Renault's Hulk) and get Norris fighting against Danny Ric in another strategy. Renault x McLaren is the fight of the year.

There’s some chatter about some teams wanting Pirelli to revert to the 2018 tyres, they need 7 of the 10 teams to agree. McLaren and Mercedes are the only teams said to be 100% against it, while Renault and Alfa, though reluctant to change, could be swayed. If it does go through, would that be a big problem for McLaren, did we have issues with the 2018 tyres?

Lando can get a new engine in Austria, journalists just do not know about it yet.
When a pilot gets the engine with a penalty it becomes known earlier.

We didn’t had much issue with the 2018 tires... But, the team seems to be coping with the 2019 tires really well... A change could help the ones behind us improve (Haas, Alfa, Racing Point)... No idea what the effect would be for the MCL34

They probably will put it on Lando's at Silverstone. They clearly want a good home grand prix, and that's why Sainz is taking the penalty here. They don't want to risk it with Lando, in case something unlucky happens in Austria.
Splitting the strategy is often good, one can help the other, such as Sainz staying out long and holding up Lando's competitors if he needs to. We will see plenty of overtakes from Sainz here on those lond DRS assisted straights.

Confirmed that Carlos will use the new spec from Renault and start at the back of the grid.

Carlos, Hulk and Albon will take grid penalties.

Taking the PU doesn't mean they'll use it. Just that they'll take the penalty,therefore, not required to take the penalty in the future when they use it.
