I'd deal with it on a first come, first serve basis. So not the time the penalty is decided on or announced matters, but the moment when the offense happened. So the first offence gets the penalty applied first.

Yeh, positions at the time stamp of the incident you mean? so what if it was a drivers first run and they did 3 better?
What I mean is you hear the announcement stewards will consider it after the race/session, but if the other competitors do not know what it is, they may miss out on gaining an advantage. For instance, had there been a driver behind Hamilton who was close to him (in time) and gave the extra % to try to catch him and put themselves off, would they not feel peeved to then be told there was no need as he is behind you anyway, oh and by the way your off smashed the box, so its a penalty for you.
I know it is a no win for them
