No. The on-board shows he made no real movement of the wheel. Yes, I've seen that too, but it's not only by red bull, it's also by the fans who put pressure on the stewards to look the other way when these "golden childs" do things that are clearly beyond the regulations.
Since 2017, Lewis only got a taste of a "competition" with Bottas this year, so it's still far from his 2014-2016 mentality yet. Remember Baku T1-T3 at the race start? That was so friendly, he and Bottas both gave more than enough space too each other.
Vettel also immediately claimed he was brake tested bt Hamilton in Baku 17, they don't have all the information after they just stepped our of the car. That is my point actually, a driver will normally try and NOT take blame. However you do know as a driver when you took a chance as to were you thought the other guy was going and was wrong. He does not need telemetry for that.
