Hopefully there will be penalties. On Sky I saw that stewards are investigating already.

All Q3 drivers (apart from Kimi) under investigation?

Does anyone have video material of Vettel's hotlap in parabolica?

Who was hoping that Norris got pole just to throw it in the face of the race engineers and strategists? I mean really they were to blame for setting that up and telling them they need that tow. Should've been on the radio and told the drivers"okay this isn't going to work get a move on."

Or it should be the previous race's pole-sitter should be the first in the queue. Whole lap for yourself for maybe 2 runs each?

To stop this for next year all the FIA have to do is say that all cars must leave before 2:30 in Q3 or you are out, that'll get them going.

Didn't I say this in the last sentence? They easily had a couple of minutes to set a lap, but everyone wanted the slipstream. Then again, everyone going out on the last 2 minutes doesn't make Hulkenberg and Sainz innocent.

They could all get pinged for being too slow. They were given a time and non of therm were anywhere close.
Penalties all round?

Can't fully remember, but did the Renault leave first, then immediately drive (not at anything like a good pace) down the escape road in order to avoid leading the pack? That's not on.

Hamilton will easily beat leclerc, either on track or on strategy without vettel there as a buffer zone. Maybe even bottas will get a sniff. Vettel will be busy fighting off charging verstappen towards the end.

Of course the waiting is the problem. Even if they all made it none of them would have made good time as they would have been crawling over each other into turn 1.
good times don't matter, but when you're blocking people and preventing them from getting by when you're obviously going slow it's a penalty.
So imagine Hulk doesn’t block? They left the pits with 2 minutes to go which means they would still be all over each other even if they go to the line.

Want to make the line? Don’t leave the pits with 2 minutes to go on a 1’20 GP.
