Didn't Vettel get a penalty for passing Alonso on the grass here at Curve we Grande a few years ago?
That was 2011 and he didn't get a penalty. he got a penalty in 2012 for pushing Alonso onto the grass.

All 9 drivers called to the stewards. That'll be fun.
What is the source? No official document has been released at the moment on fia.com.
Just that, sorry that I made it look like it was confirmed.

There should be a rule about a minimum time for a qualification lap, no matter if it's an outlap or warm up lap.

Should also put a stop for slow drivers --- up others fast laps
There is. it was 1 min 45 at monza. however, the person at the head of the field was at fault for trying to back up the others so if it was shown that he was too slow, he should be put to the back of the grid.
He wasn’t backing them up. He wanted them to go past him. They didn’t want to.

It was 1 massive game of opening the door and saying ‘no please after you’. Everyone was at it and EVERYONE is responsible.

Watching Lewis' onboard with the team radio he should be fine in regards to 27.4 given that he at least tried to move up the field

27.4 is "At no time may a car be driven unnecessarily slowly, erratically or in a manner which could be deemed potentially dangerous to other drivers or any other person."

Hulk should at least get a penalty for nearly causing a collision with Lewis that is visible from Lewis onboard, Sainz for chilling side by side with Hulk through curva grande and blocking everyone else

Their is a rule against it, I'm almost 100% sure. You aren't supposed to leave the track without a good reason.
Leclerc had a good reason. He was staying in Vettels slipstream as instructed by the team. lol

Agreed, throw in Stroll as well possibly; they’re the only ones culpable

Indeed. I wonder if Vettel had slid off into the gravel if LeClerc would still of followed him

Obviously but then again you can’t see that everyone getting to turn 1 with only 1’36 (including tyre warm ups and creating space) left on the clock was insane so..........

I am sure even the marshals on the track knew what was going to happen, when no one left the garage when clock ticked down 2m30s.

Biggest jokers turned out to be Red Bull. They had only one car to manage, poor new driver who had missed to set a time early in Q3 and then when the session restarted with 6m 24s to go, they kept waiting in the garage waiting to be genius among the idiots. :)

Biggest farce, but it was absolute fun to watch. I would like to see this happen more often.

Obviously I mean EVERYONE leaving with 40 seconds grace (If they were at flat speeds which they obviously weren’t) makes perfect sense.

According to an interview he did this problem does only appear in Qualifying. So something software related? He didn't see too worried.
