Presumably an attempt to add front end downforce. Looks like a mini car underfloor below the nose.
If you are more fortunate than others, build a larger table not a taller fence.

I thought you have to create a twist in the channel so the you cannot see through, am I wrong?

It’s basically a mini cape behind the new nose - interesting that they still chose not to extend the cape further ala Mercedes et al; you’d think there’d be some dirty downforce available in doing that.

I think the Ferrari nose already meets the two cross section regulation thus this is only an add-on below the nose structure. The RP & Alfa noses employ a trick in the regulations to include those slots in the structure but they still have to comply with the cross-section rules & enclosed surface rule (?), thus they cannot be "see through" like here.

My reasoning at least...

It's not exactly new, now i believe it's been introduced in Hungary together with the new barge boards, but definitely flown under the radar in this topic is the new(ish) support for the X-vane (black element connecting the X-vane to the crash structure).

It's point isn't to create downforce per se, but rather create a vortex. For example Mercedes has the cape much longer than everyone else, but they also don't run the vertical elements under the nose.
