Don't forget this track is smooth, so it's even harder to get heat into the tires and keep them at temp. Ferrari might have to add more DF than they would like to maintain tire life.

But it is run in daylight (sunshine) and the corners are slightly longer, so track heat and more lean should get heat in and harder tyres.
You might be right about Bottas giving Hamilton a hard time. If there are tracks Hamilton is weak on, Russia is one of them.
